My bag was stolen from my car when it was parked in a hospital parking lot. All my credit cards were in the bag. Unfortunately, amidst the many pieces of papers in my bag, the PIN of my Citibank credit card was written. In short, the robber was able to do cash advances. I did not know of the robbery. While it was happening, I was inside the hospital. A credit card agent suspicious of "unauthorized" successive withdrawals using my credit card, called me up to verify. That was the time I learned that I was robbed. I told Citibank to block my card.I learned that the robber was able to withdraw around P120k. I filed a dispute regarding these cash advances. Citibank ruled that the withdrawals were valid. I would like to appeal this. I feel that this is unfair in the sense that, how come it took Citibank about P120k before suspecting that these may be unauthorized transactions. Given my track record with them that I have not made any cash advances since I became a member of Citibank on 1997. Also, I have a good credit standing with them proven by my increase of credit limit from P40k to P187k right now. Since this is an international card although issued in the Philippines shouldn't I be protected also by credit card laws on stolen card such as I will only be liable to pay around P2000 (US$50) since I reported the card stolen in less than 12 hours? Isn't it that the credit card has a built-in insurance?What actions can I take?Do you have a draft or sample appeal letter? Thanks.
