My friend (at the time) asked me to use a deck of my trading cards to play A game, which I let him. Later that day, he left with them. When I asked him about it the next day, he said he "Lost them". A while later, he admitted to giving them to his friend, which his friend sold.

I had let the same person borrow a video game system about a month back, which they later sold.

The deck totals about $800, and the video game system is about $120. The person I let borrow these things is a minor, would I still be able to do anything?

I talked to his Parent, who said "It's between you two".

Any advice? Thank you!

His parent is wrong. The parents are responsible for everything their minor child does.
These items were not stolen, however the sale of these items could amount to a criminal act. You can try making a report to the police but don't be surprised if they just refer you to the court.
The minor obviously does not have the income to settle things with you. You can sue his parents for the value of your damages. You can handle this in small claims without an attorney, but be very prepared and organized.
Before you decide to take the matter to court, you should consider writing a brief letter to the parents requesting that they pay the value of the items in order to avoid legal action in court. If they don't respond (which they likely won't) then you can show the letter in court to indicate that you have made reasonable effort on your own to settle out of court.
