Stop Moving my son to another school

I am divorced in NJ. My ex-husband and I have joint physical custody of my 8 year old son. He is in Special Ed, and is attending a very good school in a very good neighborhood in Northern NJ. He has greatly improved and has great support from his teachers and friends in school. His father would need to relocate to another town (25 miles from where my son and I live), and is looking to move my son to the town he is moving to. My son's father does not pay child support. I am basically the sole provider (financially, health insurance, etc.) for my son. My son's father has moved a number of times over the past 2 years. I just recently moved to the current town we are living in due to the fact that I had to sell my house due to the divorce. I do not want to have my son moved again! I would like to provide a sense of stability for him, and it is not good for him (my son has autism).

My questions are:
a. How can I stop my son's father from doing this.
b. If I need to go to court, what do I need to do to start the process. My son's school case manager and I are currently collecting the documents needed to prove to the court that my son is in a good environment and school.

The important question here is, do you have joint LEGAL custody?

(Not physical - legal)
