storage area issues

My new landlord has been trying to take control of our storage area since he took over the building two years ago. we use to have a key to get to our storage areas and today he put up a new door and lock and does,nt want us to have access meanwhile he has construction junk next to the boiler that is a possible fire hazard please help us i tried speaking to him about giving us keys but he states it,s private property and that if we need to get in we need to call him. meanwhile we live about an hour away. what is the law
