If I were to design a web application where people could upload music (ideally their own) which would play on certain parts of the website, there would be the high possibility that a user could upload music that isn't their own and thus falls under copyright law. What measures could I take to prevent (a) this type of behavior in the first place and (b) penalties that I may incur as a result of such actions? The uploaded music should all be user created, but I can't guarantee that, so any advice would be appreciated.
 
You'd be responsible for having the submitter agree that the music is their original composition.
If it were later to be discovered to not be original, many reasons why that could happen, you'd probably get a takedown demand.
That's easy, but many demand tribute, too.
You could be coughing up cash for tribute.
It happens. If you don't pay, some might try to sue you and shut you down.
Will it happen? Only if you're very popular. But, it happens to unknown, unpopular sites, too.
