Taking step children out of country

My wife and I are both Active duty military,
We have three wonderful children, the first two are from prior marriages. Sad fact is both bio-fathers are dead beat dads. Neither have tried to make contact with their children since shortly after their birth. My sons Bio fathers name is on the birth certificate and he has paid less than 200$ per month in child support for the last decade. He's never tried to make contact and honestly I'm thankful. My wife has full rights and custody and he has only supervised visitation per her discression. (He's never been intrested)
Due to my military career we can be asked to leave the country to live abroad. I would need passports in order to allow him to leave the country. According to what I've read, would I need a signature to get a passport even if my wife has full custody of my son, and the father no rights? What complicates things it that his Bio-Dad has moved out of the country and his wherabouts are completely unknown. He's an orphin with no family to contact, or friends for that matter. It's as if the guy fell of the face of the earth.
My son is 10 now, and we've been wondering if my adopting both children would be the best bet, but are unsure we have the time before we're required to move. Any advise?
My daughter who is 5 now doesn't have the fathers name on the birth certificate so procuring the passport wonlnt be an issue for her.
I would appricate any help. I'm raising money to hire an adpotion lawyer, but unfortuatly I don't have several thousand dollars to liquidate at this time. Just kinda wondering where to start.

Your situation is far too complicated to receive a definitive answer on this forum.
I provide pro bono legal counsel through the ABA stand by attorney program.
Make an appointment with your base JAG, and they'll assist you in getting in contact with a civilian attorney who assists in your area.
What you want to do, isn't easy, but can be done.
 
Unfortunately, our base will not give advice nor can they recommend a legal counselors concerning adoption. My base legal office strictly work wills powers of attorney, etc. I do appreciate the reply. Can you recommend a good child law attorney in eastern Washington state?

I didn't say your JAG would provide an adoption attorney.

They will however attempt to connect you with an attorney that might provide pro bono (FREE) assistance to active military personnel through the ABA civilian attorney volunteer program.

Visit them and ask them to make the connection.

By the way, adoption will be very difficult, even if the bio-dad agreed.

With the bio-dad gone missing, it'll be almost impossible and won't be quick!!!!
