Tax garnishment for unpaid rent/utilities?

My jurisdiction is: ND

Hi, I currently live in North Dakota. A few years back, I think about three, I lived in Minnesota. I had lost my job and couldn't pay rent or utilities. I accrued about 4,000 dollars in debt with the rental company and utilities. A few days back I received a letter stating that they would be garnishing my wages. When I called to see what the issue was, they told me that if the wage garnishment didn't go through, that they would garnish my tax refund. Is that possible? It was my understanding that they could only garnish refunds for state/federal debt, though they could possibly levy against my bank account when the refund hit.

Also, I never received a summons to court for any of the debt. Any help would be appreciated.
 
Yes, they can-- they will file garnishment papers on the state and the fed and your refund will go to them, or they can garnish your bank account if they know what it is -- In order for them to garnish you, they must have a judgment against you.
