Temp. Agencies?

I decided to apply for work through a temp agency, they sent me on a job for 3 weeks at a local hospital. While I was working at the hospital a full time position came open that I wanted to apply for however, the temp agency states that the hospital can not hire me without paying a conversion fee or I wait 9 months. I do not understand how this works because the position is not the same one I was sent to do by the temp agency, and I have completed the assignment through the temp agency. I was also informed that not only can I not work for that hospital for nine months without them paying a fee but can not even apply for any of their affiliate hospitals. Is this right it seems to me they are restricting me from making a living to support my family. They never told me before I started the job that I could not apply for a permenate position or that there were restrictions that came with me wanting to apply for a full time position. This was the first time that I have worked for a temp agency. Please help me understand, Thanks
 
Whether it is "right" or not is a matter of opinion.

It is not illegal and is in fact quite common with temp agencies.
