tenant refuses to get adult dog neutered

We have 2 un-related people who have signed the lease on a house. Both have pets and the landlord signed off on the pets. One person's pet was known by all parties to be a 4 month old purebred female puppy. On move-in day, tenant 1 discovered that tenant 2 owned a 5 year old unneutered mixed breed dog. Tenant 2 never mentioned the intact status of her dog during the pre-lease signing discussions. Neither Tenant 1 nor the landlord want the un-neutered animal to live in the house. Tenant 2 refuses to neuter the animal or move out.
The breeder of the 4 month old puppy recommends waiting until the dog is at least 1 year old to have her spayed, and the owner is contemplating showing and later breeding the dog. Tenant 2 has no good reason for not getting her dog neutered. What can be done in this situation?
 
If neither the landlord nor the lease specified that either (or both) dogs had to be spayed or neutered before approval of the rental there is likely nothing that can be done legally to force either of these tenants to do this.

No, it looks like the owner of the little female puppy is going to have to move out of her home to protect her puppy... People who won't neuter their animals make me SO mad.
 
The risk of an unwanted litter arises only when the female puppy is old enough to go into heat. Then things get quite annoying during this relatively short period of time.

Is there a concern that the unneutered dog is aggressive?

If they knew exactly when she would go into heat, it might be manageable. The owner claims the male is not aggressive but he has never been around a female in heat. The risk of an "accident" with the two dogs living in the same house is pretty high.
