I tried to contact my rental office about my rent being raised for the upcoming year. I did not want to pay an increase. There was no response. When I received my lease, I circled the amount (monthly rent) expected by the company and wrote in the amount I was willing to pay.

The lease was sent in by me with the change circled. My landlord returned it writing the amount (monthly rent) that they had originally included in the lease.

Is this lease valid?
Does a new lease need to be drawn up?
Can I be evicted?
Were any laws broken?

jacksgal is correct.

Your landlord did not send you the new lease requesting that you two work some sort of compromise regarding the rent increase. They sent you a lease listing the rent increase. Either you accept this or not.

If you don't then you begin the process of looking for another place to live. If you continue to pay the previous amount of rent (or the amount you're willing to pay) and not the new rate your landlord can begin the process of eviction.
