Tenants did not pay water bills who is responsible?

hello,
i am being sued by Greenville water authorities in PA for unpaid water bills of tenants who lived in my rental property for 6 mos. (total of around $700) They claim the owner is responsible but the house is in foreclosure and I have a very low income. They got away with not paying rent for months even though i won but didn't have the money to pay a constable to pursue it($350 per tenant by the way)

Do I have any rights at all? The water bill was in their names and they live in the area.

Any advice would be greatly appreciated.

Oh and what can they do to me when I cannot pay the bills either?
 
You are responsible and it is unfortunate that your local water/utility company will not go after the tenants and expect a landlord/property owner to pay it.

If the house is in foreclosure, you may want to have a consultation with a bankruptcy attorney about your option for declaring bankruptcy after the foreclosure and ridding yourself of these types of debts.
