Tenants Have Chained Gates To Enter

Hi, I am the landlord of a California home. I am currently trying to evict my tenants for non-payment, but I don't know if they can be served because they have chained the gates to enter on the property closed. I found out by the neighbors that they are moved a few nights ago, and they have locked two dogs inside the house, but I don't know if I can cut the chains off. If the chains arn't cut off how is the officer going to serve them? Can I cut the chains off? And if I do cut them off, do I loose my right to still take them to court to get the money they owe me?
 
Call animal control about the animals in the house, meet them at the property and have them direct you to cut the chains and allow them entry.
