If I was terminated due to "questionable" performance issues, can my prior employer report this info to a perspective employer checking my employment history.
 
When one employer contacts another for a reference, that is exactly the type of information they are seeking. So long as the information is documented in performance evaluations then yes, it will follow you.
 
It doesn't even have to be in the performance appraisal. If it's true, they may say it.
 
I know they probably have their basis covered, but the stipulation that i was let go for, was a manger's set goal to meet, not a company rated goal. the goal was not even a required appraisal metric.
