Security Deposit Terminating Lease, Can Landlord keep security deposit?

Upon signing the lease, I paid first and last month's rent plus a security deposit. I gave 30 days notice via a certified letter. However, I heard a rumor that a landlord can only keep the security deposit for damages to the property and not to make up for a lack of tenant since I gave the 30 days notice. Please advise as I would like to get the money back if possible.

As a side note, he refused to fix a very obvious leak behind the bathroom wall so i have paint peeling and dry wall bubbling. There are other code issues and I question whether there is a certificate of occupancy. Where can I find that out? and will that information help my security deposit case?

Are you saying that your lease is up and you have provided notice that you do not wish to renew this...or are you saying you are breaking your lease early and believe that sending a 30 day notice relinguishes you from further rent responsibility?
