the "plumber"

I am informing for a friend who is elderly and not too familiar with computers/forums.

He has a plumbing issue, and afraid his landlord will hire the same "plumber" who left the place a mess . . A REAL MESS! . the last time.

The last time the "plumber" worked there, banging and breaking through plastering to expose pipes, his whole apartment was buried under a thick layer of dust . . and when the "plumber" finished the job, he JUST LEFT without any attempt to to clean up after himself . . in an old building (built about 1900 or so with possible lead contamination).

He can't afford to hire a legitimate plumber, so he has to accept what the landlord provides.

He would like to know if there is anything he can do to protect himself from that happening again when the landlord sends the "plumber" back to his apartment.
 
When you can't afford to do it yourself, you're at the mercy of unscrupulous actors.

In this scenario, until damages are caused, there's nothing of which one can complain.
 
Aren't there any laws against leaving a job covered with with lead contamination?

What certified laboratory provided you or your pal with a written laboratory report alleging ANYTHING was contaminated with lead?

Even if you have such a laboratory analysis, proving the specimen was collected from the abode of your pal might prove to be impossible.

I suppose anyone can report a health hazard to their state, county, or city health department to investigate.
