Shoplifting, Larceny, Robbery, Theft Theft fro Walmart~

My 22 yr old daughter was arrested for theft of an item less that $100.00 at a Walmart store. This is her first offense and and we do not know how to proceed. She was told that she needs to hire an attorney within 14 days, however she cannot afford one. Can she have one appointed to her by the court? This is all new to us and any info that you can provide us will be greatly appreciated.

When she appears in court she does not enter a plea or pleads not guilty and request a Public Defender. Judge will then instruct her on how to proceed and give new court date
 
My understanding~
She goes to court and enters a plea of "not guilty".
Then request a Public Defender.
Then the judge will set another court date.
Is that the process?

Walmart sent a letter~

My daughter received a letter from an attorney representing Walmart offering to settle for damages of $200.00. What does this mean? Has Walmart dropped the charges? Will she still have to appear in court? What would be the next step if she chooses to pay the damages.
