Threated To Pay For Service Call Or Else!

Thank You For reading: I called a locksmith to replace a doorlock on my house. I spoke to the owner who agreed to meet me at my place at an agreed time. I had no contract with him and he did not do any work at my place(he just showed up on the right day wrong time). I took the day off to meet him at my place. I had written down a time when we were going to meet. He had my home phone number as well. He showed up the right day the wrong time and because of this when he called my house he didn't get an answer. He showed up at my place and left a service call bill of 100 dollars. When I called him he was adamant that he was there at the right time and I owe him the money for a service call end of story. When I told him I was going to consumer protection because I feel he isn't dealing with me the right way he cursed at me and hung up. QUESTION: Went to consumer protection I got the feeling the man at the office was friends with the locksmith owner because before I even talked with him he took the locksmiths side. The man in the consumer protection office told me to pay and that the man was in business of 35 years and in good standing and it must have been my fault/my mix up. The man at consumer protection also told me that by law the locksmith is entiled to payment for his service call. He told me the man might make a slight ajustment, but I was wrong and should pay right away. When I read the response that the locksmith wrote to consumer protection it didn't read how the event happend. Basiclly he lied. Anyway, the locksmith has sent me a letter threading to send me to collections if I don't pay him for the service call. Can he touch my credit, or do something to me? I really don't want to pay him since he didn't do any work. Can I take any action on him. What do with a bully?

When someone sends you to collections what happens? Does he haveto sue me first before he can touch my credit? How do that work? I did seek a counsel, but the lawer I went to didn't deal with that type of law. Thank you for your reply! Leo
