I was making a right turn out of a parking lot. Looking to the left waiting for traffic to clear. After it cleared I accelerated forward. A woman was on a bike coming from the right. I didn't see her, but I stopped before any contact. She jumped off her bike fearing I was going to hit her. Her bike dropped to the ground. Scared her and me. She called the police who issued me a ticket for "accident- failure to yield to a pedestrian." I told the officer that there was no contact, but he said she said there was contact with her bike. He didn't take a report from me, just issued me a ticket. Does it constitute an accident if my car never touched her? If it isn't an accident, can he give me a ticket if he wasn't there? If there is an "accident" don't I get a copy of an accident report?

The place to litigate the citation is in the court room not the street. A judge will decide your guilt or innocence. Tell your story to the judge.

If you're smart, hire a lawyer. The next thing you know, this "victim" could be suing you and your insurance company claiming all sorts of injuries. it is a good thing Michigan is a no fault state, if I recall correctly. If that has changed, you really, really need that lawyer!!!
