Ticketed in Franklin, PA with no registration information given

I received a ticket from Franklin, PA in my rental going 95 on 65. It was completely dark on I -79 and I didn't even see the officer until I saw his lights. The officer didn't get my registration information because I didn't know where it was. Is that legitimate reason for a dismissal?
