My jurisdiction is: New York

I work for an electrical contractor as a purchasing agent. I have been in this position for 2 years now. I was told by the people I work with that when we give a PO to a vendor (electrical supply house) lets say for lightiing fixtures for a job, we own the fixtures when the manufacturer ships them. I am told we are responsible if the product comes in damaged or not at all.
I am confused about this point. We give AAA vendor a PO, AAA calls the manufacturer and orders our lights on an AAA PO. The manufacturer ships to our job site and to our company, BBB Electric. If any product is damaged WE have to submit a freight claim to the trucking firm for the cost to replace our damaged product. My real question is, at what poiunt do we really own or are responsible for this product. It seems to me that we didn't pick the vendor, we didn't pick the trucker, why are we responsible for something that happened before we received the product. Seems to me the buyer AAA vendor is responsible to get our product to us in a usable condition. True? Or am I missing something.
