My Nephew bought a car from someone he met online-after getting the car home he realized that the guy he bought it from was not the name on the title-he had never titled it in his name before selling it to my Nephew. The car is not stollen, we had that checked. Being that this is illegal, how does this man that Jumped Title get in trouble for this?( He has not returned my Nephew's call and has blocked his Facebook page) Is this something the BMV does when these things happen

This happens regularly to people who buy things like cars, trucks, and motorcycles (among other stuff) online; usually through Craigs List.
Your relative should have done his due diligence prior to disbursing any funds.
These crooks aren't that slick, nor are they smart; the buyers are too eager to obtain that great deal.
Tell your nephew he can speak to the local prosecutor and the police about the sale.
They'll be the easiest sources to quickly tell him what he might be able to do, and then the friendly folks at the license plate agency.

You really only know that you were unable to find the car on any stolen lists you searched.
It may not have been reported stolen for many reasons.
The title may have been jumped many times before it fell into your nephew's hands.
You just don't know what may still be uncovered.
In many of these events, the buyer thinks she is buying from Roy James, and the seller is really Ralph Bridges.
This is why people should purchase guns, cars, motorcycles, trucks, etc from people they know and reputable businesses.

As long as he did enter false information on the title it appears he is fine. Based on your story, the jumper entered the false information.

Sec. 3. (a) The form described under section 2 of this chapter must include the following printed statement:
"I swear or affirm that the information I have entered on this form is correct. I understand that making a false statement on this form may constitute the crime of perjury.".
(b) The person applying for the certificate of title must sign the form directly below the printed statement.
(c) The form described under section 2 of this chapter must include the statement required by IC 9-17-3-3.2.
