Title skipping, collector car off ebay

Hello,
Purchased a collector car from Oregon. The seller supplied a title in a different name, signed off over a year ago, and the bill of sale was in the name of a third party. I complained and then received another bill of sale (same as the name on the title this time) but it was clearly forged and the Florida DMV threw it back at me. They now want me to produce the person on the title's driver's license and a genuine bill of sale in order for me to title the vehicle in my name. I've been told that the person on the title will not sign a bill of sale. I have obviously been the subject of tittle skipping or title jumping. This was not an inexpensive purchase, over 30K, so is there any recourse? Thank you.
 
Contact the titled owner. you should have made them clear the title before purchase. Ebay will not offer recourse as an auto purchase there is only considered an offer to purchase, except they might be banned if they noted the title as clear. There is not a penalty for not purchasing when you get the facts as you did and went on with the purchase. Don't leave it outside or in the cold or rain. You will likely find your $30k car is full of rust and bondo that will show repairs at the seams.

You do have recourse. The seller has a legal responsibility to provide you with clear title in their name. Even if they get you a bill of sales from the original owner, there is still the matter of the sales tax and fees, and possibly penalties that they did not pay to transfer the car into their name. They are trying to avoid paying sales tax for when they purchased the vehicle, so you're not dealing with the most scrupulous person. You can send them a formal demand letter requesting clear title in their name(all paid up!) or your money back. You can probably search online and find the laws in your state pertaining to this and include those references. Give them a reasonable amount of time to respond, and if not resolved, go see a lawyer.
