Auto Accident with no police report

I was in a car accident where I was traveling on a main road. A person turned onto the main road from a side street with a stop sign and hit my car. We went to a parking lot and exchanged information. The police came but no report was filed. When I call the person's insurance they are denying to pay because the other driver lied and said we were both traveling on the main road and I switched lanes into her. There are no witnesses so what can i do. Damages to my vehicle are 900$ and I have a 1000 deductible. I have the persons information.

If I go through my insurance will I get my detuctable back if it is determined not that it's not my fault?

Should I take the person to small claims court and sue her for the damages? Is the burden of proof on my? its her word againts mine.

should I higher a lawer?

would it be a bad Idea to contact the person directly and try to work it out?

give up and pay to get my car fixed?

Any help would be greatly appreciated
 
See if the person is willing to pay for your damages without you having to take him/her to small claims court.
 
You have the burden of proving she was at fault. It's your word against hers. You can take her to court and let a judge decide? Why didn't the officer write her a ticket, or even a report?
