I received a traffic ticket for a lane change violation in July of 2008 and pleaded "not" guilty. Today, March 28, 2012, I received notification to appear in traffic court on April 27, 2012 to have my case heard. Is there a statute of limitations on traffic violations such as this? If not, what would be the best way to present my case (argument I should use) in front of the judge?

It seems clear the prosecution has not commenced in a timely manner. You should go to court and make a motion for dismissal based on this code.

If you missed any court dates a warrant would have issued. A warrant would keep the case alive until you show up. I suspect the notice you got was a citation on such a warrant.
