Transfer agreed to then Denied

I have a question about transfers.

My husband put in for a transfer went through the procedures he was given and all parties agreed to the transfer and then his current boss said he cannot go. We had already put money down on a home. Now his current boss is writing him up for every little thing real and imagined and he is being reprimanded for trying to find out his rights in the organization. Can an employer keep you from transferring if there is no time contract in place?

Any advice or help would be appreciated.
 
What law do you suppose would force him to transfer? Yes an employer can deny the transfer. Your putting money down on house before approval of transfer was unwise
 
There is no law in any state that requires a boss to approve a transfer. Unless there is a legally binding contract or CBA that guarantees your husband the right of transfer on demand, this is strictly an internal issue.

Their is correspondence proof that both bosses agreed to the transfer. Is that considered an agreement.
 
A CBA is a union contract. If you're not in a union, you don't have one.

Only an attorney in your state who has read all the appropriate documentation can say if the correspondence is considered a legally binding contract or agreement under your state's contract law.
