Transfer of Car Ownership

I have a car that is currently registered in CA, but I'm trying to sell it to an Oregon resident who is going to live in Texas (she's in the military). Does anyone know how the transfer/registration process would work in this case? Would she have to get a Texas driver's license?

You sign the title over to her. Sign as the seller on the back and she signs as the buyer. She doesn't need a TX license. She will take the car and title to TX and register her title there.

Yep... residency and license has nothing to do with the sale. In fact, she doesn't even need a license to buy the car... only to drive it.
