My brother and his children were abandoned. By his wife/mother in Sept. 2012. The kids moved in with my younger brother; while he finished his c.d.l. training. He finished 2 days before being hospitalized with cancer. During this time the children were visiting me a week at a time. I lost my brother father's day 2013. Since then his abandoned wife has signed a temporary nonparental agreement; with my younger brother and his wife. In the agreement it states that I'm not allowed to have the kids overnight; without reason. What can I do?
 
The wife (children's Mother) does not have to allow you to have the children overnight. You have no rights to the children. Also, any agreement made with your younger brother & his wife should be made through the court system if it wasn't.

Washington is perhaps the most third-party unfriendly state in the entire country.

You are quite literally at the mercy of whoever is looking after the children. They don't have to provide you with a reason, they don't have to even acknowledge your existence.
