Unfair charge from my condo's management company

I have a small condo managed by a company, with Carl as the company contact person. After noticing my toilet would bubble up whenever my neighbor flashed hers, I was told to contact Carl because only the management company can check for common areas shared by the units. We, condo owners, cannot touch them.

Carl and his plumber checked my neighbor's unit and sent me a bill. However, Carl never mentioned to me the cause of the problem or ways to fix it, even though he knew. (I have proof for this.) The problem of my toilet is still there. I had to get my own plumber to find out the root cause. Carl, knowing the problem is due to neighbor's newly installed toilet, still went ahead to check the common line, resulting in a useless operation and he charged me $228 for that. Furthermore, when I questioned him, Carl tried to make it sounding like the problem is on my side of the unit by suggesting to replace my own toilet.

I have written many letters to my HOA but they have not responded. Now I am considering suing Carl and his company. Do I have a case against Carl here? If not, how can I just convince Carl that I should not be responsible for this expense?

Any advice would be greatly appreciated!
