Unfair?

I work for a government agency. Recently they started an internal recruitment for a Emergency Directors position. Prior to the recruitment process there was a new paper article reporting that the Election Administrator was more than likely going to be put into the position.

I am qualified and applied along with 4 others; including the Elections administrator. In addition when I told my immediate supervisor that I was applying for the position she told me that I would not get it because it was reserved for this Elections employee. Also when I asked HR about that they said that "usually they hire the backup man." The backup man was mad the "back up man", only 6 week prior and just happens to be the elections administrator.

Last week myself and the 3 other applicants received a letter in the mail stating that they were halting the recruitment process and placing this "back up man" in as "interim Emergency Director" . We had a natural disaster hit our area and they based in on the fact that they did not have the time to put into interviewing. They gave no time line for when they would start the recruitment process.

Is this fair labor practice?
And based on the things I was told by my supervisor and HR is there an issue?

Usually, employers are free to promote anyone they wish. To prove otherwise, is very difficult. It ain't always fair, but it is what it is.
