unlawful vehicle towing???

Recently in the city of Mequon WI, the police stopped my vehicle and had it towed. They stated the reason for this is that the vehicle is still titled to my deadbeat brother and since he has a child support lein I cannot transfer the title, and that he has warrants. So, after I explained to the officer the circumstances, he had my perfectly legal vehicle towed and added a note saying that only the title-holder can get it out. Now, my dilemna is that my brother is incarcerated in Florida, and there's no way he can come 'get it out', so I have tried contacting the towing service, they tell me to call the police dept. I call the police dept. and they tell me that I cannot get the vehicle released to me at all...so, is it lawful for the police to hold my vehicle hostage because the owner has warrants?. This seems quite fishy to me.
 
I'm guessing, since the police can't see the VIN from the comfort of their car, you were driving on his tags too. If the title isn't in your name, it's not your vehicle, it's your brothers. You may have had permission to drive it, but it belongs to your brother. You probably should think about going car shopping.
