Unruley neighbor with felony record terrorising court

My family and I moved into our court 3 years ago, I have two small children. Shortly after purchasing our first home we find out our neighbor was convicted of murder previously and served 10 years. He is supposed to be on some medication and has been 5150'd a number of times, the cops know him by name. He went back to jail for threatening a woman in Eureka about 5 years ago and served 1.5 years. He is now up to his old trick.. drinking and parading around in his front yard honking his horn yelling, playing music loud.. you name it. Last night there was a domestic dispute and no one new if his wife was ok so the swat team came out for 5 hours. They finally located her elswhere and left. The cop said that he had threatened them that he had an ak 47 and so they didn't enter and left one cop car to watch the house... after we had been terrorized all night.!!!!!! What can we and the neighbors do. He is a ticking timebomb.. someone is going to get hurt

Calling the police is the best thing to do, in my opinion.

Stay as far away from him as possible.

I don't understand the living situation. Does he own the house, or does he rent? In my State, his house could eventually be labeled a "nuisance" house and pressure could be put on his landlord to evict him.

We try to stay away from him. He owns the home and lives with his wife and son. I have been doing some checking and he is definitley a "nuisance" under the California Civil Code 3479. The entire court wants to get together and try to do something but he could retaliate in a bad way.

We have all called the cops (6) families...at least 3 times in the last few weeks and they can't seem to do anything. I find it very hard to believe.
