Unsafe living conditions!! What can they do?

A couple and their 4 kids just spent a week at our house because of their living room ceiling leaking toilet water from the upstairs apartment. According to the landlord, for the amount of damage (they ripped apart half the living room ceiling out to try and find out where the leak was coming out) that it was a buildup of several years that caused the ceiling to collapse. It took them a week to fix it (just replaced the hole with drywall) and said they would steam clean the part of the carpet that was leaked on. When returning to the apartment, the place smelled of mold and piss. The carpet was still wet and my friend said that she smelled something "awful" coming from the vents. Her children have history of upper respiratory infections which could co-inside with the possible mold buildup.
Now, the question. Besides moving out,(they are on a month-to-month lease) is there anything she could do legally?

Has the tenant notified the landlord of this. It's not unusual that after steam cleaning a carpet would still be damp (especially in humid weather) but this should pass in a day or so.
