UPS driver forged my name

I bought a ring off Ebay on 12/04 and it was sent via UPS insured. I REQUIRED my signature and I never received it. I have contacted the shipper and UPS and I getting nothing but a run around. The local UPS distribution center said the driver must have forged my signature and just left it and someone else must have taken it. My question is: UPS is in no hurry to admit wrong doing so what can I do to get my $1314.00 back? The shipper will not refund the money till UPS pays the insurance, I'm screwed right now. HELP

The sender has to file a formal complain and claim with UPS. Then keep you informed. But you guys have to work together to turn up the pressure on them for a speedy conclusion, if not you guys just have to sue.
