Is it legal for an employer to refuse to let you use vacation days?

Actually, for purposes of this question, it doesn't matter. In all states it is up to the employer when you can use your vacation days. No state gives the employee the unreserved right to use them whenever they choose. An employer may always refuse to allow vacation days to be taken.

If you want to know whether or not those days can be lost forever, however, for that it matters what state you are in.
