Who sends the civil demand over to your house, the court or from store one steals from?

Civil Demand has nothing to do with court! Civil Demand comes from the store or from a Civil Recovery Service/Law Firm the store hires to seek these monies

After paying the Civil Demand, one does not have to pay for restitution, correct?

There should be no restitution order unless property was damaged. If you were given a restitution order you should ask your Lawyer about this
