Exactly. People do ask for lower fees/discounts but that doesn't mean the attorney will agree to that. If you need an attorney but can't afford to pay the fee, you may be able to get help from a variety of organizations depending on what issue you have. If you've been charged with a crime the U.S. Constitution guarantees you a lawyer, and every state has public defender's office to provide an attorney for those unable to pay for a lawyer on their own. The court will typically advise the defendant of that at the first hearing.
