There may not be any criminal liability, and there probably shouldn't be, since "they were to scard that they were going to get in to trouble." We are all to blame. If our society didn't criminalize substance use/abuse, perhaps these kids would have called 911 at the first sign of a problem and an 18 year old kid would be alive today.

He drank too much, he did not overdose on drugs.

We are NOT all to blame. None of us made this kid or his friends drink too much. The only fault society has is that we might be far too accepting of alcohol and drug abuse.
