Advice for getting medical documents from a psychiatrist who is refusing to provide them?

I have a job offer from one of the major rail companies. During the medical review process I indicated I had biopolar and the company is requesting that I provide medical records. I reached out to my psychiatrist and he provided one of the requested documents but Is refusing to provide the other two. His reasons for the refusual are because "It doesn't contain any other information" and "We don't give them out" from what i'm reading i'm not entitled to those documents even though there related to my mental illness but I need them to move forward with my job. Any advice to obtain those documents?

Perhaps the answers to my questions will hit at other options, but if you can't convince the doctor to give you the documents, your only other option will be to sue, and there's no way to opine intelligently about your likelihood of success without more information.
