Can I sue the dealership?

It's not clear to me that the dealer breached any contract to which you're a party. That being said, if the dealer is inhibiting performance of the warranty contract (which is between you and the warranty company), then your best bet probably would be to sue both the dealership and the warranty company. You can also make a claim against the dealer's bond, which you can look up here.

By the way, leaving the vehicle at a random Ford dealer, which wasn't where you bought the vehicle and is unaffiliated with the dealer where you did buy it, is a bad idea.
According to the portion of the contract that the OP shared, his service agreement is with the dealer (Penske) and is administered by the warranty company, with all obligations being that of the dealer.
 
So does the OP have 100 percent for sure Assurant? If they do then Assurant has a network of dealers who will not charge them a deductible they are not tied to one dealer. Depends on coverage but the platinum plan covers everything with a 100 dollar deductible. They really should not be tied to the selling dealer as it is covered by any other dealer in their network.

The warranty is provided by the dealer and administered by First Extended. It doesn't appear to be the same as Assurant's other offerings.

Yeah, so first extended warranty corporation looks like it was sort of a scam, Assurant has a better reputation as far as extended service contracts. I would contact Assurant since they own them but then again it comes down to the terminology that is in your contract which OP should have gotten once they bought the truck. I am sure their is an arbitration clause in it.
