It sounds like the family members just don't know any better about the arrest. An arrest can occur without handcuffs and without ever even gong to the jail.
This is probably the result of investigators trying to keep things low key in order to keep him talking.

That's what I told someone that there are times they don't put handcuffs on when they arrest someone. Either way if my kid got charged with child porn I'd be more concerned about the charges than whether or not the news said he or she was arrested or not.
