Debt Collection law and statute of limitations

What is the debt collection law? Specifically Statue of llimitations for collecting a debt? What is the consumer protection right? Can a collection agency put a collection notice on my credit report for a purchase that was made over 20 years ago? I purchased a ring and returned the ring to the store. My store credit account never received the appropriate credit for the return. I received a collection notice in 1998, and disputed the charge in writing and was told I would not receive any more letters as the 7 year statue had passed. Now 7 more years go by and I received a new collection notice from a different collection agency. Help
