Docking/Garnishing wages

My wife is working for a temp agency and with only 2 weeks left on the assignment, the company is telling her that they have been overpaying her. The hourly rate was given to the temp agency incorrectly and now they are trying to get back money already paid to her by garnishing her next 2 paychecks. Can this company legally do this to her? Or should they be trying to get their money back from the temp agency?
