Hello, if I am on FMLA with a stated return date of 9/1 and decide not to return, is it acceptable to put in a 2 week notice on 8/18 and not actually return?
It is not only acceptable, it is encouraged. The FMLA statute states that you should notify your employer as soon as you know that you will not be returning.
