You are correct. She cannot take the kids out of state. I was slapped with the same order. She can go before a judge and have it reversed, but she has to have just cause reasoning, and that can be hard to prove especially since you have primary care. Make sure you have that document on hand, just in case she tries to take them, then you can file a police report and she will have a warrant out for her arrest.
