Mobile Home purchase gone wrong

I live in Michigan and recently my mom bought a mobile home in a park. The seller gave us nothing but hassle and kept demanding payment be made in cash and she promised many things. When we looked at it, it was also in different shape than what it's left in now that she moved out. The park manager and secretary both are witnesses to her and my mom talking and signing a contract in regards to this situation. She was to leave 2 window air conditioners as stated in the contract and finish putting a shed together, finish laying down the carpet in the hallway as stated in numerous emails. She was also to leave house and mailbox keys, as to which she didn't and the shape it was left in was not what it was when we looked at it prior including missing lights, wall plates, a few doors etc. The purchase was for $5500. The title was also handed to my mom but it was signed off from the person this seller bought it from, making it not in her name. What all should my mom do in regards to this whole situation?
 
Your mother needs a lawyer or perhaps a chat with the local prosecutor. This "sale" could be many unpleasant and unsavory things.
