Can a debt collection agency, attach a derogatory file to my credit report without a judgment, they put a collections notice on my credit report and it dropped my score 35 points

If you believe their entry to be incorrect, file a dispute with the credit bureau. They will be permitted to respond and it will either stand or be withdrawn. You are also entitled to make a rebuttal entry if you elect to which can be viewed by those seeing the derogatory mark.

Yes, they make derogatory, and often unfounded statements everyday on all three of the major credit scam bureaus.
