Quiet Enjoyment Noisy neighbor upstairs

Hello,
I live in a condo and there is a floor above me. The owner of that condo rents it out all the time. The current tenants have a 2 year old child that stays up every day and runs around playing till 10 and 11pm at night. We go to bed at 9pm because we need to get up early to go to work but it is difficult to sleep when hearing foot steps running across the floor above us. We already contacted the condo owner and he said he would talk to the tenants and ask them to keep it quieter but that didn't help as we can still hear the child running around playing while we are trying to sleep. The owner said there is nothing else he can do besides ask them again, but it is obviously not working well. Can we enforce it in other ways that will be more effective? Thank you
 
This is a common problem with condos. It's normal for children to run around and play. There isn't much you can do about it.

Escalate to the condo association board.

If that doesn't change things, you'll have to decide whether you want to spend a few bucks on ear plugs or thousands on an attorney.

Have you tried having a calm, friendly conversation with the neighbors? Nicely let them know that Jr. is keeping you up at night and ask if they can put throw rugs to muffle the pitter-patter of little footsteps.

Yes wrote them a nice letter, then asked the landlord to talk to them as well. I get that it is normal for children to run around and play but it doesn't seem right if it happens during the hours of the night and interferes with sleep?

The spoken word comes across much differently than the written word. Try knocking on their door and talking to them. If Jr. is having sleeping trouble (My youngest did at that age and I would have her running around in the LR so she didn't disturb the downstairs neighbor) perhaps you can recommend that Jr be allowed to play after 9 in a room that is not on top of your bedroom? Or rugs to muffle the child's footsteps?
