You can provide an ITIN if you are not eligible for a SS card and get hired too; it doesn't have to be the SSN. Why the SSN/ITIN requirement? Because (1) employers need to verify eligibility to work in the US and (2) because it's needed to comply with federal and state tax requirements. It's not just a simple choice of the business whether to ask for it or not. They need to have it to meet their own legal obligations.

No car dealer, bank, or credit card issuer has ever run my SS through more than one.

Mine does. But then it's pretty old.

Since I'm home today, I pulled mine out. I assume it was issued shortly after I was born in the late '60s. It has a signature line, but I've never signed it and really can't imagine why I would do so.
