If your check is returned for a payment made to an individual (not a business) can they charge you what ever fee they want or are they limited to only charge you what their bank charged them for the returned item?

No they cannot charge you whatever they want, but if the have bounced check due to you bouncing a check to them, and they take you to court, a judge may be very sympathic to their claim.
