Consumer Law, Warranties Returning Unused Propane?

I just purchased a home that is heated with propane and as a result had to assume the previous owner's propane tank lease and pay for the propane in the tank in escrow. (understandable and acceptable so far).

The question is: if I change companies and return the propane tank with it's unused contents, can the provider refuse to pay me for the remaining propane "because I didn't buy it from him"? (technically, I bought from the previous owner, but I also assumed the lease from previous owners). He is trying to say he doesn't pay me, because I didn't buy it from him and he can't reimburse the previous owner, because the previous owner doesn't have an account anymore. -- This all sounds like BS to me -- But, can he do this?
 
What are the terms of the lease? If you had a right to step into the shoes of the previous owner, then you have the same rights. It should be all in the agreement.
